Modulating furnaces
A modulating furnace varies its gas rate continuously across a range (often down to about 40% of full input) instead of stepping between stages. It is the most precise and most expensive type of gas furnace, and it depends on a communicating control system to earn its price.
Short answer
Modulating means the gas valve and, on the newest furnaces, the inducer adjust continuously within a published input range. Carrier's modulating Infinity 98, for example, publishes maximum, intermediate and minimum inputs for every size, with minimums around 40% of full input. The burner matches output to the house's actual heat loss, holding near-steady temperatures on mild days. It is the top price tier, and its comfort argument depends on correct sizing and its communicating control.
How modulation differs from staging
Two-stage furnaces choose between two gas rates; modulating furnaces can hold any rate in their range. The difference shows on mild days: instead of cycling between off and low fire, a modulating furnace can sit at a rate that exactly matches the house's heat loss, running long and gently.
The control requirement
Modulating behaviour is driven by the control system, not the furnace alone. Communicating furnaces such as Carrier's Infinity line modulate through their own control and thermostat system, so the control choice is part of the equipment decision, not an aftermarket accessory.
Sizing and set-up discipline
A modulating furnace is only as good as its set-up: if it is oversized, even minimum fire exceeds the house's mild-weather load and it cycles like a stage furnace; if the control is configured wrong, it never modulates. The heat-loss calculation and commissioning are where the premium is earned or wasted.

Carrier's Infinity 98 certifies up to 98.5% in its largest-efficiency size, with figures by size and position on the rating plate. AFUE still depends on the size and installation position.
